The Tanzanian government banned residents from taking part in the rally, so Bert Shankland, a
previous winner, was unable to compete. Mr Makame, the Tanzanian Minister of Information and
Tourism said that Tanzania did not stand to benefit from the rally as long as its start and finish
remained exclusively in Nairobi. Shankland was a British citizen, but resident in Dar es Salaam.
